China's Foxconn will open United States plant

House Speaker Paul Ryan says he expects Taiwanese electronics giant Foxconn to build facilities at more than one location in Wisconsin.

U.S. president Donald Trump revealed at a meeting with a group of small-business leaders August 1 that Foxconn chairman Terry Gou told him privately that his company could invest as much as US$30 billion in the USA, three times the figure announced by Gou at a press conference held on July 27 at the White House. "Think of this. He may go 30 billion dollar investment, but he told me that off the record so I promised I wouldn't tell anyone". Other states that Foxconn said it was looking at were Michigan, Illinois, Indiana, Ohio, Pennsylvania and Texas. "We will provide an update as soon as we have finalized those plans".

Foxconn CEO Terry Gou submitted a statement that was read by committee chairman Rep. Adam Neylon.

"It seems to me that the burden of proof should be on the state to show that the project is transformational enough to justify a very high cost per job-year", said Bartik, who also questioned whether numerous workers could end up commuting from IL.

Foxconn is the world's largest contract maker of electronics, with factories across mainland China.

The Wisconsin Legislature is considering a $3 billion incentive package that must be passed by the end of September as part of the deal with Foxconn.

Mark Pocan, a Democratic congressman who represents a swath of south-central Wisconsin that includes Madison, questioned during a news conference Wednesday how many jobs will actually be created and how much those workers will really be paid.

While the Assembly is moving quickly to hold a potential vote on the bill by mid-August, the Senate has so far set no timeline for when it plans to take up the proposal.

Critics have raised alarms about other provisions waiving environmental permits and regulations to speed construction of the plant.
